Premier League Meeting: Manchester United and Man City Set for Crunch Talks
A significant Premier League meeting is set to take place in Harrogate today, following Manchester City’s recent legal action against the league. The meeting, an annual general event, comes days after City launched their legal challenge over the associated party transaction (APT) rules, which were approved by the necessary majority earlier this year.
Manchester City’s Legal Challenge
On Tuesday, it was disclosed that Manchester City is pursuing legal action against the Premier League concerning its APT regulations. These rules, aimed at preventing disproportionate growth in commercial revenue through related-party transactions, were introduced following Newcastle United’s acquisition by the Saudi Arabian Public Investment Fund in 2021.
City argues that these regulations, passed in February, are unlawful and represent a ‘tyranny of the majority’ by restricting clubs from freely establishing commercial deals without independent oversight.

Expected Tensions at the Meeting
The meeting is expected to be tense, with all top-flight club executives present. Between ten and twelve clubs are reported to support the Premier League’s stance against City’s challenge. An arbitration hearing is scheduled between June 10 and 21 to address this dispute.
City’s chairman, Khaldoon Al Mubarak, recently expressed hopes for more balanced regulation, highlighting that recent regulatory changes could reduce transfer spending levels. The outcome of City’s legal challenge could significantly impact how commercial deals are conducted in the league moving forward.
Financial Regulations and Salary Cap
At the annual general meeting, clubs will also vote on new financial regulations following criticism of the existing Financial Fair Play (FFP) and Profit and Sustainability Rules (PSR). The proposed changes, if approved, would introduce anchoring, effectively implementing a salary cap from the 2025/26 season onwards. This change aims to provide a more balanced and sustainable financial framework for the league.
